Gudrun Doll-Tepper at MINEPS IV in Athens
Demand the establishment of physical education as a human right for all children

On the occasion of MINEPS IV*, which took place from 6-8 December, 2004 in Athens, ICSSPE President Prof. Dr. Gudrun Doll-Tepper again demanded that the results of the world-wide survey on physical education should lead to changes in national laws.Human right for all children
"The Berlin Agenda, that was accepted in November 1999, as well as the
results of MINEPS III, demand the establishment of physical education as a
human right for all children. Enough declarations exist", Gudrun
Doll-Tepper explained during the conference, "but the implementation of
decisions have to be made world-wide. There is scientific documentation, on how
quality physical education positively influences the performance of children in
all areas."
Role of Physical Education and Sport in Education
During MINEPS IV, she presented the findings of the SpinEd project (The Role of
Physical Education and Sport in Education) which was carried out by ICSSPE and
the Canterbury Christ Church University College and proved the relevance of
physical education in school.
The international project has been financially supported by the IOC.
Plans to hold a 2nd World Summit
As a consequence of these results, Gudrun Doll-Tepper also announced plans to
hold a 2nd World Summit on Physical Education in Autumn 2005, to give
suggestions on how to implement recommendations of the 1st World Summit
(Berlin, 1999), MINEPS III (Punta del Este, Uruguay 1999) and of MINEPS IV.
These suggestions would be implemented at the national level.
Anti-Doping convention
Also on the agenda of MINEPS IV was discussion of an international Anti-Doping
convention which will allow UNESCO member states to adopt the WADA (World
Anti-Doping Agency) Code into national law. Open for discussion was the
question of how this convention could be implemented, along with other
international instruments, prior to the Olympic Winter Games in Turin,
2006.
Discrimination against women in sport
The third item on the agenda was the continuing discrimination against women in
sport, despite an existing anti-discrimination convention. The situation of
women in sport, especially their small number in leading positions, will be the
main issue of the International Sport, Women and Leadership Conference in
Berlin from 09-11 December, 2004.
